Winchester Antique and Collectible knife 1621 Toothpick

This blade is marked No. 1621 but I believe it to be a No. 1936 in excellent overall condition, but it’s not exactly a 1936 either. The single finely scuffed 4 1/8” blade has a nice snap and nice edge with tiny isolated specks of flecking, there is a slight wobble with blade out. This knife retains 95+ of it’s nickle finish, which has very fine abrasions on the surface. The black scales are in excellent condition with no cracks or chip. Can not find a similar item with this occurrence out there, could be a factory mistake or a limited run knife. No credit card fees. Please see pictures for further details.
